Complaints and Adjustments
(A) If a CUSTOMER believes the bill to be in error, he shall present his claim, in person or in writing to the office of NORW before the bill becomes delinquent. Such claim if made after the bill has become delinquent shall not be effective in preventing discontinuance of service, as heretofore provided. The CUSTOMER may pay such bill under protest and said payment shall not prejudice his claim.
(B) Upon written request of any CUSTOMER, the meter serving said CUSTOMER shall be tested by NORW. Such test will be made without charge to the CUSTOMER if the meter proves to be inaccurate by more than 2%. Otherwise, a $50.00 charge will be made if the test indicates meter accuracy within the 2% limit. The CUSTOMER will be required to witness the test. The $50.00 charge will apply to meters 3/4" thru 1". Larger meters require special testing equipment and any charges incurred will be computed on a cost plus basis.
(C) NORW will make special meter readings at the request of the CUSTOMER for a $25.00 fee, provided however, that if such a special reading discloses that the meter was mis-read, no charge will be made.
(D) If a seal of a meter is broken by other than an NORW representative, or if the meter fails to register correctly or is stopped for any cause, the CUSTOMER shall pay an amount estimated from the record of his previous bills and/or from other proper data.
